The Ministry of Industry and Information Technology, along with six other departments, has issued guiding opinions on accelerating the green development of the manufacturing industry. Among them, there is a proposal to promote short-process technology in industries such as steel, petrochemicals, non-ferrous metals, textiles, and machinery. The guidance aims to establish a market-oriented and rule-of-law mechanism for resolving long-term excess capacity, and to promote the phased withdrawal of outdated production capacity in accordance with laws and regulations.

By 2030, the guidance sets targets for the recycling of major recycled resources to reach 510 million tons, achieving a comprehensive utilization rate of industrial solid waste of 62%. It also aims for the proportion of renewable energy used in aluminum electrolysis to exceed 30%, the proportion of short-process steelmaking to exceed 20%, and the large-scale application of short-process synthesis technologies for producing olefins, ethanol, and other products using one-step synthesis of synthetic gas.
